If you're making a non-commerical game (not for sale), you can generally get away with using music from other game soundtracks or even non-game music if it fits in your game.
100% free resources are not so simple to come by and may not be of the quality you're looking for.

40 songs for $20 is not that bad of a deal. Even if they're highly situational I am sure I'll find some good music in them to mix in with my incomptech tracks.

A lot of free RPG Maker games use their music, such as Ib, Witch's House, and Mad Father to list a few.
