the construction ship you refer to cannot actually be "built" like other ships. rather, it is auto-qeued any time a space station, listening post, or other space-borne facility is ordered. connecting planets essentially ammounts to building a line of subspace projectors between two planets. there are two ways of doing this. in a small hotbar on the left of your minimap, there should be a button that looks like a pair of hammers. clicking that will allow you to order space stations, and more importantly, subspace projectors. simply click on its icon in the list of available structures and place several in a line between the planets you wish to connect. construction ships will then be automatically qeued and deployed to the locations you have specified. when they reach their destination, the subspace projector will be built, consuming the construction ship in the process. the entire process, however, can actually be automated. another button in the aforementioned hotbar has the letters "AI" on it. here you can automate several functions, such as exploration, colonization, reconisance, and interplanetary transport.

Also, pressing the 'B' key on your keyboard is a shortcut to the galaxy level construction menu.

Do remember though that there's no real need to connect your planets. Subspace projectors can be a real money drain, especially early on. The only way you need to connect your planets is by ensuring your have enough freighters hauling production, food and colonists around.

The subspace projectors are not at all worth the money they cost. It looks pretty on the map but skip them.
