Weapon effects descriptions?

Is there anyway in game to see what the descriptions of weapon effects do? I am playing on a ROG ally without a mouse so I don't know if there is a way to see it by hovering over things, I have never played with mouse and keyboard.

We are still improving the navigation with gamepad on the screens we've released on recent updates. You can see those tooltips only with keyboard/mouse for now.
We'll release those improvements soon.

So you released it on consoles when parts of the game aren't ready for a controller yet...
