I haven't tested this mind you,but in C:\Users\YOUR USERNAME HERE\ Documents\My Games\UnrealEngine3\DevilGame\Config\ there's an ini file labeled DevilEngine.ini that has a value called MotionBlur=True under [System Settings]. Look out for it and set it to False. Hope that helps.
