Report a translation problem
In the file "DmC Devil May Cry\DevilGame\Config" and under the section Engine.PlayerInput you can bind keys with specific commands, should look something like this:
Bindings=(Name="F1",Command="SHOW MOTIONBLUR")
Save it (it is advised to make a backup of the original config file) and you should be able to press the key and disable motion blur.

At 11:37 is when he gives an example of turning off motion blur.
