Failed to create D3D9 Device

Hey anytime I start up a few of my games this message "Failed to create D3D9 Device this can happen if the desktop is locked exiting....." pops up. It has happend to cs go which used to work and then stopped working this game DMC and Rocket league it. It leaves the screen completely blank and I cant even start the task manager to close it so I have to restart the PC.

I have gone into the local files and changed the resolution to that of my monitor and I have also tried compatibility mode in windows 9 and I also clicked the box to run as administrator, I do not know what else I can try any help would be much appreciated.

Did you do that in QlocConfig .ini?

I was following info I found online so I went. Documents\My Games\UnrealEngine3\DevilGame\Config\DevilEngine.ini

Try that file instead, it's located in Documents\My Games\UnrealEngine3\DevilGame.

When I click into QlocConfig it just opens up a notepad saying

[Game]
BuildVersion=100

Maybe adding these (they are from that .ini on my pc)

[Rendering]
ResWidth=1920
ResHeight=1200
Fullscreen=true
VSync=false
RefreshRate=60
GraphicsSettings=ULTRA
HighQualityTextures=true
HighQualityShadows=true
HighQualityAntyaliasing=true

or just these
[Rendering]
ResWidth=1920
ResHeight=1200

will help?

All I can find is ResX and ResY (sorry I am a huge noob when it comes to this. So thanks for your patience)

Just open that QlocConfig .ini file and paste there (after the first block) these lines:

[Rendering]
ResWidth=1920
ResHeight=1200

or maybe the whole block

[Rendering]
ResWidth=1920
ResHeight=1200
Fullscreen=true
VSync=false
RefreshRate=60
GraphicsSettings=ULTRA
HighQualityTextures=true
HighQualityShadows=true
HighQualityAntyaliasing=true

replacing 1920 and 1200 with your monitor resolution, so the whole thingy should look like

BuildVersion=100

[Rendering]
ResWidth=*
ResHeight=*

or

[Game]
BuildVersion=100

[Rendering]
ResWidth=*
ResHeight=*
Fullscreen=true
VSync=false
RefreshRate=60
GraphicsSettings=ULTRA

HighQualityAntyaliasing=true

Even after doing this the same message appears and blanks the entire screen forcing me to reset before I can do anything again

Yeah i get the same issue and Heav. Ive searched for hours. Online. Friends. Pros. And none of them could help me. Rocket League used to work. I actually played 55 hours and had a good progress. Tried re-installing. Verified the local files. Even restarted my steam account once. Still wont work. The same message as Heav. "Failed to create the D3D9 device. This can happen if the computer is locked. Exiting.." If you know anyone anyway that i can fix it (Hopfully not going in the game files with config and stuff. im a noob at it) please write me back.

Hey man I was able to get rocket league to work today from doing a few things but I just want this game to work as nothing has been working.
