I do not know, but you can limit your FPS via GPU control panel to reduce heat/power usage. If you are overclocked or over voltaged you can turn them back to default.Check out newer more demanding games see if they also run hot and overheat pc,if they do likely youe PSU or collers are weak for your very strong setup.

I have a MUCH weaker used PC from early 2020,Far Cry 3 ALL settings maxed 1080p also runs"hot"for me IF uncapped FPS more than most newer(2018+) games uncapped and they also use much more CPU and GPU/RAM yet ran like 15 celisus less......and fans are less noisy......

That said My PC does not have strong coolers.
I limited max fps to 120 and it helped me somewhat with the heat.

That said the RTX 3080 should VERY easily run this game 1440 p on maxed and be still CPU bottlenecked,it could even run FC 3 at 4k at decent perfomance.Only at 4k and above it is GPU bottlencked by strong GPU.

Even my low-mid end GPU/CPU is not even 100% used by this game maxed,1440p mid to low in this 2012 game your very strong GPU should be barely utilised so should not need much heat.

You can also try to manually set fan settings for FC 3,maybe the TI version does not like this game for some reason, but normal 3080 can ran this on 8k 30fps on high settings.......

Also you can try both DX 9 and DX 11 rendering mode in FC 3.

no i use v-sync so i always have 144 fps or less

Worst case try to lower fps to 72........for this game only........

That said even 1440p 144hz/fps vysnc max settings should not heat up much as GPU is still not maxed even for RTX 3070.........

1 more thing you can try is to set affinity to 4 cores,as Far Cry 3 can not utilise more than 4 CPU cores,it might help.

80-90c on cpu

My stuff:Usually 8x celsius is ok if the CPU is 100% used for a while like in cinebench and stuff,FAR CRY 3(or even newest 6)ancient outdated Dunia engine 2 extremely unlikely maxes out your CPU as it barely utilises threads well.....

Above 90 celsius(maximum default operating temp for this CPU) it should downthrotle(reduce speed) to reduce heat, few above 9x celsius it should automaticaly shutdown PC to prevent component dmg.
From what I have seen most ppl have 7x celsius while heavy gaming new demanding games with this cpu with CRAP stock coolers.
That said playing at 8x celsius usually decreases your CPU lifespan.(and usually the fans are loud as f).

Few had issues with watercooling and this CPU,might help you.
I would cap fps to 72 and try that way or stop playing this game while you CPU.
If other games have this issue, maybe it will help too.

Looks like the 360mm radiator is installed the wrong way, refer to this (timestamp 17:56) https://youtu.be/BbGomv195sk?t=1075s Although I doubt that alone will explain why a game that can't utilize all the CPU threads sends the temps above 80C
