I tried your '-offline' setting last night and it did not work for me. Still got the popup and my mouse kept freezing in the menu's. But it's not a problem as I am SP only and just cancel the 'Can't Connect' messages as they happen. Just thought I would try what you mentioned. It may work for other people.
Don't know if it helps, but i had a windows Update recently and the game started in
Windowed mode.
As said earlier in this thread: run Steam and the Ubisoft launcher as admin and reinstall the launcher (if you haven't).

I hope its technical problem, they fix it and servers will work till September 1st, so people, at least, can play co-op and got achievements.
upd.: Servers of Assassin's Creed® III disabled as well =(
but servers of Splinter Cell Blacklist seems alive, but empty.
Apparently servers are still up and running (at least before decommission 1st September) but I can't connect to Far Cry 3 services, nor my friends. I tried multiple devices including almost fresh Windows 11 with no applications installed on it. I verified that all ports are open, I've even tried it with DHCP server and disabled firewall that allowed all traffic through but it still fails. It's unbelievable how Ubisoft can make so simple things complicated, especially when I just want to play coop campaign before it will be removed as if coop required actual servers to run. Not even mentioning DLC support.
