To run FC3, you'll need a GTX nvidia card, or a AMD Radeon 58__/68__/69__/78__/79__ tier graphics card. If your laptop does not have the following, or it has Intel graphics, it will most likely not be able to play FC3 smoothly.
Ubisoft doesn't support laptops, because many with laptops either do not have a dedicated graphics card, or have a very low end card. Yet, these people with their very lowend gear, will hound Ubisoft support with rage, demanding why their game doesn't work.
I do understand Ubisoft's point of view, and yes I have a gaming LAPTOP and I can play FC3
SIngle player was fine for me, although I did get the occasional mutliplayer crash.

That is most likely because this game requires a higher powered GPU to render all the content. Laptops still use more mobo resources to operate because laptop GPU's are onboard which means they are tied directly into the overall design; and it means that the laptop GPU shares the power from the battery and power adapter through the circuitry. However on desktops they are independent GPU cards and use direct power from the PSU, which make them way more powerful then laptops GPU's.
Also this game is very resource intensive for the GFX.
And finally I doubt they even tested this game on laptops...
Got stable 30 fps outdoors on very high, so yea a modern gaming laptop can play this game.
But I think that any notebook with GPU that compares in term of performance to GT 640m or 650m will play this game on medium HD or HD+ resolution.
For FHD (1920x1080) you need at least 660m, but better if 670m or up.
