Some other interesting mods there as well. However, as you point out, there aren't (yet) a whole lot for this game. Seems like modders are more interested in custom maps than anything else.
Also, as for textures, replacers, etc - maybe the game's programming structure just makes it really difficult for that.
Yes, it would seem that Far Cry 3 has been designed to be as un mod friendly as possible, even the map editor does not allow you to map for singleplayer and I can't see the point of mapping for multiplayer (I am a Half-Life 2 singleplayer mapper).

you can't control which games should be popular or not. just compare the number of downloads of most downloaded mod on skyrim-nexus with the most downloaded mod on FC3-nexus.
it's like night and day.
the higher the playerbase, the higher the chances are, that it's getting modded.
"how" a game is modded is also a factor. modding is a fun activity for modders, so they might get turned away from modding a game, because the lack of tools, lack of support, lack of interest and/or high difficulty to mod certain files.
and FC3 sure hasn't got the extremely high official modding support like skyrim, for example.
oh and signing up at nexus is definitely worth it. you need only one account for all games modded there.
they also got a nice little mod-manager, which makes installing mods almost idiot-proof.
so, only for the games modded there, it's a better alternative than moddb or, for some games, the steam-workshop.
there's hardly need for modding. most "issues" people had are resolved in ziggy's mod, while skyrim is not nearly the legend of a game without mods. seriously, the first 2 hours of skyrim were like "why is this like that? isn't there a fix for that? maybe someone modded this crap away...wait, i should not be able to clip through that floor". i never had that feel with Far Cry 3. (or any other game...)
~50 mods, several ini tweaks (or 2 days) later, i could actually start playing that damn game lol.
yeah, i do pick on skyrim alot if it's about mod-support, but it's just the best example.
HL2 mods aren't really HL2 mods. (most of 'em, talking about full games, like "Grey", "Hidden" or "Nightmare House")
they are made with the Source Base SDK and only using that game as a resource for sound and textures. you can still start them w/o HL2, but most stuff will consist out of "ERROR" models and missing sound effects.
additionally, it got it's easy-to-understand-and-use SDK, which FC3 doesn't. only the map editor for a game-mode that nobody plays.
back to FC3:
though this game features impressive visuals, there even do exist HD texture packs for FC3, now mix it with SweetFX, a universal gaming tool which can mimic HDR, injects it's own Anti-Aliasing method and can alter the image itself (like comic shader, bloom, saturation ,etc.), which would be, obviously, more heavy on your system.
the only mod i would like to see in FC3 would be a "more weapons"-mod, which is at least a bit granted with ziggy's mod, as it adds a few new guns and gives existing one's, without available attachments, the ability to attach stuff on it.
about nexus: you probably didn't verified your new account via e-mail.
i use nexus all the time for skyrim and i don't have to pay anything.
must be an error, you only have to be logged in to get files more than 2mb, I have never paid membership and I get mods from nexus all the time
Edit: Oh and by the way the Ziggy mod is totally worth it. I had played this alot when it came out. Did 2 full play throughs, but I have been playing it nonstop for the last couple weeks after adding the mod. It makes it fun again and more challenging.
So this "basic tweaking" you find it's pretty much a huge achievement from the modding community since they had to discover it by pure trial and error.
