i had almost the same as you, means it was running ♥♥♥♥♥♥ with 30 to 40 fps and even after lowering the details it didnt came up.
For me it helped to turn off the ingame VSync and setting the nvidia panel Vsync to "fast" to avoid tearing.
Somehow the ingame Vsync was broken for me, maybe give it a try GL
almost forgot: somehow the game was runnung in borderless window mode and feeling stuttery, changing to fullscreen helped there too
Set Affinity in task manager, CPU 0,2,4,6,8,10 (Will need to do this after every launch) - this increased my fps from around 80-120 to over 200 consistently.
Use LAA on the Exe - (Large Address Aware)
Run the game in DX11 Mode
Go to documents > my games > far cry 3 > GameProfile.xml (edit with notepad, D3D11MultithreadedRendering="0" ) // You can try using 1, but it causes me to crash after about 10 minutes of playing - Trial and error.
This is all I did for mine, no mods, latest Nvidia Drivers and chipset drivers for my particular cpu.
since i got the Uplay version, that may be an option
ALSO bad game performance is not afflicted to EVERYONE who plays the game. Its a % or a majority of the games' players.
now it runs silky smooth with everything on very high.
