everything @ ultra with my system in 1080 P
try installing razer cortex?? ..a GTX 970 should be fine for this game
i get no less then 60 FPS with a strix GTX 960 ....a 970 should be better i would think ???
What AA did u use?

i do not or install geforce experience with my drivers .. that always slows my games down ..if ya ask me .. it = bloat ware i do not need .... i can manually set my games up to run with otimal settings for my ssytem .. takes less then a few min

Yeah, I run well over 60 most of the time on my GTX 970. After a bit of twiddling I found that the best thing to do was crank up everything to ultimate and then turn down MSAA until things started performing well.
It would be only after MSAA is off or at x2 (depending on bad shimmer is with it off completely) I'd start turning down other things.
I actually found out it was steam that was causing crappy fps. I don't know exactly how but when I ran it outside of steam, I would get a constant 80-90 fps with msaa x8.
How did you run it outside of steam? I'm having trouble with low fps as well.
Go to file explorer, and find the steam folder, from there go to steammapps, common, far cry 3, bin, and then press FarCry3.exe
yeah i have a nvidia 670gtx 2GB with a core i5 2500K @ 3.7GHz 16GB RAM @ 1600MHz and have everyything including AA at highest and get comfortable 60fps all the time no issues.
Something is going wrong if you cannot get 60 with that rig man, but i dont use steam to play the game it causes issues
Like I said above, when I played it outside steam the fps significantly increased.
EDIT: yep here even at just 1680x1050 and only 4X MSAA a 670 gets 45 fps average. bump that to 1920x1080 and and 8X MSAA and you would not even get but around 30 fps. http://www.techpowerup.com/reviews/NVIDIA/GeForce_GTX_770/16.html
EDIT 2: a 970 is about 75% faster than a 670 and this guy is in the 50s quite a bit with some dips into 40s.

and a 770 is just under 20% faster than a 670 and this guy is getting mid 30s for average.
