with a 4690 K you should at least upgrade to a GTX 960 or AMD R 9 380 for decent DX 11 performance @ 1080 P
I don't know if the shaders are prettier, I've played FC3 only with DX11. Never felt the need to compare.
However, I wouldn't say DX9 is more optimized, it's more like DX11 simply asks more from a setup. But, it seems to me, that's not a huge issue for your system. Both perform well above 60 FPS.

Now we come to the cheapest cards in this evaluation, the GTX 750 Ti and Radeon R7 260X. The GTX 750 Ti is based on first generation Maxwell, and 260X is based on newer GCN than 290X or 290. However, even those architecture changes can't save these for performance. Neither one was able to play well at 1080p with any decent quality settings. To make either one playable at 1080p you'd have to play at "Low" settings, and turn off AO. Basically, it makes the game look like crap.
Our only option was to drop the resolution to 720p, 1280x720. At this resolution we could raise the settings quite a bit, providing a better image quality in the game. We were able to set both to "Very High" settings, which is just one step down from "Ultra" quality. So even at 720p, these still cannot maximize image quality in the game, we still have to sacrifice some level of image quality. Also, no Godrays. So these video cards are very slow for this game despite these having newer architectures. These cards just can't cut it.
an yes Direct X 9 games are less demanding then Direct X 11 ? ..DUH
Direct X 11 started with Windows 7
Microsoft Vista was only Direct X 10
so yes DUH DX 9 will yeild a faster frame rate with the engine since its no pushing the limits of AA and AO ..to you it may look the same .. till ya try it in a higher res
my point was with your Decent CPU you should get a good GPU to pair with it ..hell i get better FPS then you posted on my old system in DX 11 mode and i only have an old core 2 quad Q 9650 CPU ..and old DDR 2 ram ..and yes a GTX 960
it also may help your frame rate if you install razer cortex
as yes that software does help boost your FPS with this games engine
runs fine here in DX 11 mode even with my old ass core 2 quad Q 9650
they included DX 9 mode since at the time this game shipped many were still useing Windows XP ..not windows 7
in 2012 when FarCry 3 shipped not many users had made the move to windows 7 yet and i am sure they started developing the game 2 yrs in advance of it release they did not predict direct X 12 and windows 10 as well as the full DX 11 support that microsoft has provided via windows updates to the Direct X 11 platform ..as well as Driver support from the GPU makers
BOTTOM LINE A GTX 750 ti is an entry level Video card in 2015 and 2016 ..dont get mad bro i buy vid cards all the time .. yes upgradeing = part of PC gameing ..get used to it .. i started out with a 512 k vid card years ago ,,it had the option to put in a wopping 2 megabyte of Vram ..been thru the entire voodoo series the ati X series .. the nvidia's cards since a TNT with 8 and 16 meg o ram
but only a small one ..the 1060 from what i read on paper will be a decent GPU ..hopefully Nvidia will price it right below the AMD RX 480
plus GTX 970's will be showing up cheap .. to clear out old stock once the 1070's ship
If you say you have little funding for a new video card, then i suggest to save up for AMD's new Polaris cards which will offer Crazy performance/$$$ ratios.
I too am hard pressed to tell a difference in quality between DX9 and DX11. for some reason, the clouds in the Dx9 are large and puffy like, while the clouds in DX11 and long and thin like ribs.
