Why does this game run so poorly in 2020?
It doesn't matter what settings I use, I only get 30-35 fps, it's almost like it's framerate capped, but v sync is off, blah blah my hardware is more than enough to run the game.

My hardware is a lot better than the dual core core amd and whatever gpu I had that ran the game at a higher framerate back in the day.

Anyway.
I5 9600k@ 5.1ghz
16 gb's ram
1660 TI also clocked to the teeth, yes it's not a high end gpu, but it's waaaaaaaaaay more than enough for this game, and runs contemporary games pretty nicely too.

There's no reason it should only hit 35 fps.

I mean, if I drop down to 1080p from 1440p, then sure, I get 60+fps, but that's still less than I should get considering, 60fps in 1080 is still pretty bad for this 8 year old game , when I can get higher fps in games that are more demanding.

Back when the game was released you could do better than that with a dual core and I think I still just had a 460 or a 560 ti back then.

This game was pretty demanding at its time. Same as Crysis. I have GTX 1060, which is around 30% weaker than GTX 1660 Ti. I get around 50 fps on 1440p. But it often gets down to 40s in demanding areas, and i did not even max out all the graphical settings. So i think your performance is right. Yes this game was released 8 years ago, but at that time most people used it on 720p monitor. Even 1080p was pretty rare at that time. But now we are playing it at 1440p. So

FC 3 is "old" now and in some cases it runs just bad on (some) new HW (and better on old HW).

In 3440x1440p i get around 100 fps (Gtx 1080ti) on max settings and that isn't (very) much better than i get when playing FC 4 or FC 5.

You probably find benchmarks in 1440p "on the net" so you can compare performance.

And FC 3 is still just demanding on some HW/PC.

Like I said it's almost like something is frame capping it, it's never going above 20% cpu usage or 70% gpu usage, vsync is off in game and in nv control panel, it just won't run any faster in the chosen resolution, none of the settings have any effect on performance.

My pc is much worse than yours, and i get 60 fps. Maybe lowering some settings and tweaking the xml file will do the job.

I've already stated several times, that the settings do not have any effect on performance, and I would refuse to lower quality settings anyway.

I had the same problem. i7-9750H, 16gb ram, GTX 1660Ti, and on a 970 Evo Plus SSD. I was getting 50-70 fps no matter my settings or how much I lower my resolution. I found the solution, or at least a workaround, on these websites.

Some people say the above works. It gave me a blackscreen though so I used a workaround mentioned in the below link. Just search for "Low FPS on modern multi-core CPUs" and set core affinities like the section says. By doing that I'm getting +100 FPS depending on the environment if I'm using full screen and using the Very High preset.
