Well, game was coded for earlier systems.
When your system can generate more info than the code can handle you get heavy
drops and stuttering because the code can't keep up with demand.
There are undoubtedly other issues that have to do with the way data is interpreted
and handled on more modern systems.
Grateful that there are at least a few solutions for these issues.

In my particular case, I've tried some of those things. I'm running in fullscreen mode, and I have vsync turned-off. It seems to me that turning-off or on 4x MSAA has no effect on the FPS. And disabling CPU cores seems to have no effect.
Although, I found that some program had crashed in the background and was hogging a lot of CPU power. I force-closed that program and now I'm getting 70+ FPS and no stuttering. I think that FPS is still low, but at least it's smooth now.

AA is a real hog in this game, If you can cut back to 2X without getting a headache. ; )

I forget whether SSAO or SBAO is better (I might have these 'tags' wrong) but you can try changing one to the other.
- I'm fortunate to run at 4K and don't need AA at all. - Zero jaggies even at 55" - LOVE UHD !
This old tank I invested in 2012 with a full overhaul in 2015 can still keep up at 4K, but not
for much longer. - RDR2 is right on the edge.

Thank you. Your first link in this thread helped me fix stutters. CPU 2 of my i5-2400 (4 CPU's in all) was pegged at 100 percent until I turned off CPU 0 for farcry3_d3d11.exe with "set affinity" in Task Manager's "Details" tab.
Funny thing is that if I then turn CPU 0 back on again, CPU 2 does /not/ go back to being pegged at 100% again- nor do the stutters return. Also, I don't notice any frame rate changes with CPU 0 on or off- just the stutters are gone after I turn it off and leave it off or turn it back on again. I thought CPU 2 being pegged at 100% was what was bottle-necking my GTX 1060, but the 1060 remained at 60-70% load no matter if CPU 2 was pegged at 100%.
My frame rate test spot is the starting town. After exiting the fast travel hut there, I do not move or rotate my view from where the "exit animation" leaves me. I get ~50 fps at that spot with Ultra settings.
As for the Ambient Occlusion settings, the options are: SSAO, HDAO, and HBAO. I didn't notice any frame rate changes with the different options, but I found that HDAO looked best on my monitor. It looks more subtle and realistic to me, while SSAO and HBAO looked too heavy and dark to me.

Again - I am not the author or the tech source for any of these 'fixes'. just the archivist (and
a lazy one at that) who's saved info taken from posts to these forums in the hopes that info
will be of help to others struggling with similar issues. - It's often a blind shot in the dark as
I don't have Win 10 and have not experienced any of these problems myself I'm often unsure
of the problem let alone whether the responses I find will apply at all.
Very glad to know that these meager efforts have made any positive effect whatsoever.
