Report a translation problem
- Run in compatibility mode (use a pre- WIN10 compat if you can)
- verifying the game files via Steam (google it in case you don't know how to)
- in case of the above doing nothing, consider a complete reinstall of the game, either via Steam or uPlay.
When that doesn't help, others suggest a clean Win 10 install - could be an upgrade issue.
Also look at your gfx card drivers, they may be outdated or too new. If you recently updated the gfx card, try rolling back to the last stable driver you used.

Unless it actually starts downloading something, the "1 File Failed..." has nothing to say and can be safely ignored. It's Steam trying to update / verify an install file that is not used anymore, as far as I know. Regardless, unless you actually download substantial data after that message, it's nothing to do with any issues.
If it DOES, though, (say the amount of the game's .exe) it might be your antivirus. In that case, disable antivir and verify again. Though if this was the case, you wouldn't even be able to try starting the game and as such won't get this specific error.
But the error you get indicates a faulty install - of what, exactly, I can't say. But if you already tried a lot of solutions, it really seems to be on Win 10.
But have you actually tried setting the game's exe to Win7 compat mode? That would be my first try.
If you did and it didn't help, it's really probably freaking Win 10 that's the issue here.
Another related thing you can try is simply running it from Uplay rather than from Steam.
