I guess it might take longer on sub-par systems
I can start a new game without any problems, but no way to save works and every time I have to start the game over.

Then I reinstalled it and disabled the cloud storage in favour of local.
After starting a new game it started OK and the save files were in APPDATA/LOCAL.
The only problem was that I lost all my history as I had finished SGS2 previously.
and the issue could be with loading a ship in progress that it might be trying to load the old taredown area that is no longer available with the loaded ship. since the taredown area has changed entirely from the original
Found that disabling steam saves and reducing active saves in savegames folder allowed me to load an old save again and saving now working properly.
Previously game would only show one broken save to load. when did load was always new game.
Seems to have a max to save list now.
