For a big hull plate in Fuso, freed of anything attached to it, I clicked on it while using one winch. The winch highlighted things attached to the next hull plate along. I knew this was wrong. I went to the next winch along and it had no problem pulling the original hull plate away from the ship. Later, I found the same problem and workaround with a different plate.
This doesn't work around all hull plate problems. There are still cases where the game thinks that a floor plate not attached to the hull plate needs to be removed. But it helps.
