So it's literally an ONLINE only game.
Steam is giving refund for that. Feel free to contact support.steampowered.com if that Always online is too intrusive.
An offline game mean you can access everything without net, on this one, internet is required to start the game BUT ALSO to access to the most basic features of the game.
So no it's online only.
I just tried the game with steam in offline mode, and uplay in offline mode, and I could play the game no problem. No you cannot upload your scores, nor play multiplayer, but I really hope you don't think you should be able to do that offline. The game even kept the medals I earned while offline.
I did have a weird crash when I tried to play a downloaded community map, which I'm about to make a topic about, but aside from that everything you should be able to do offline you could.
And looking now, you don't even own the game, so you really don't know what you're talking about. I suppose at this point I'm replied with
"trollolol I made you respond," but it's no skin off my nose.

Why the heck you say i make unfounded claim about how UPlay is literally online only for the most basic features???
Because it's the exact same as steam. After you go online with it one time when you first install it you can set it to offline mode.
Wehn you start the game on Steam, yes it will run but as soon uplay server drop a bit, you need to discard your score OR CLOSING THE GAME. No possibility to sync most of the stuff. (yeah uplay will sync the save BUT, the save won't include tons of stuff as tons of your progression won't save. BECAUSE ubisoft can't even manage to get decent server and a client without security flaws.
That's why its something that wasn't needed at first.
And yeah seriously THINK ABOUT THAT...

The "if" law. When it's apply, you know there's a problem.
In this case, it's the UBI DRM and every problems that's come with!
I just played for a minute, force closed my game and my progress was still when I started back up. I cannot test what happens if the uplay servers break (read: Ubisoft, so even if uplay wasn't there the issue is still there), but I imagine steam would have the same issue. In fact I know steam has the same issue at times, because I once lost my progress with... I want to say either Alan Wake or Rage (it was last summer). My internet connection crapped out while playing and my save wasn't there later because I guess it checked the cloud for a save file and it wasn't uploaded.
My point is if you get mad at uplay for that, you might as well as get mad at steam too. Personally I've had more issues with steam servers crapping out on me then I have Ubisoft servers, but I'm not going to freak out about it, particularly in a game where you (at most) play a track for 30 minutes and then progress is saved.
No uplay isn't needed, but that's just a front end for Ubisoft servers which would be used anyway. They want more control over their games, and the chance to sell you even more stuff (which you can completely ignore). I don't really mind Uplay because it makes achievements sort of worth something (since you can earn points and redeem them for items), and I've played three games through uplay and I haven't had the issues you claim.
And saying "if x" is fine as long as it's not a major inconvenience and it's not needed to play. Servers are supposed to be up and running properly, and most of the time they are working fine. If they aren't, then yes, just go into offline mode. It's two clicks, and your progress is saved for later. Which again, is the same as steam.
Hate it all you want, but it really seems to me that you're making a mountain out of a molehill.
Now if it was Origin or GFWL, I'd be less likely to think that. They have their own seperate issues.
The game lose it's progress and you are forced to restart game to have access back to these feature. So not it's not like Steam, you won't get an annoying pop-up by dropping connection or uplay server crash a few seconds.
On Steam, you could had select local save or Cloud save while sync instead of like uplay beeing forced to sync them BEFORE having this asked to you.
Steamworks and Steam Cloud improved since you lost your save last year.
Uplay never improved about this.
On Trials Evolution, you lose them everytime the game is currently playing.
You finish a track and it takes TIIIIMES to sync with uplay sometime.
On Steam, it's all local then sync, on uPlay it's sync it everytime so 2 times risk to break your save during sync and connection drop will affect more.
Steamworks API can be easly used to do the exact same reward system than on uplay.
Also have workshop, which is way more reliable than the in game track sharing thing.
