Limit your fps in the driver or game menu if it offers locked fps.

I've encountered the same issue when I checked "Enable G-SYNC, G-SYNC Compatible" and selected "Enable for windowed and full screen mode" on NVIDIA control panel.
I've changed G-SYNC setting to "Enable for full screen mode" and turned on VSync on the game. This solved the issue for me.
