To me HL2 is better in every regard (not to mention I finished that game 4 times, compared to 1 [forced a bit because of boredom] with HL1).
Overall, hl1 had better pacing/more intresting environments, that's why I think it's better.

Half-life 1 for its amazing story, frightening moments, amazing design and modeling, along with the variation
Half-life 2 was also pretty good, but not as amazing.
