If this doesn't work then you'll have to set the resolution manually. For that, you'll have to find out your screen resolution and then type -x width and -y height, where width is the first part of your resolution and height is the second part.
My resolution is 1920x1080p, so if I wanted to force fullscreen at a resolution of 1920x1080, I'd put -fullscreen -x 1920 -y 1080. You can also set the resolution in the options menu in-game, and that's how you should try to do it before you use the launch options to set your resolution.
As for the font itself, I don't think there's a way to make that bigger without making everything else bigger.
Try ESC, F10 or alt-F4.

All I can say at this point is to verify cache by going to library, right-clicking HL2, clicking properties, going to local files and verifying integrity. Steam is being a little buggy today and if you just installed the game recently, maybe something got corrupted.
Other than that, I have no idea.
