The Steam Workshop Load Order manager for Half-Life does not work / is unresponsive

Half-Life 2's Workshop Load Order cannot change the load order in game, nor does it reflect actual load order in game. I have to use this to edit the load order conveniently:

Why is this?

I tried verifying many times, and uninstalled it several times, even manually deleted the game folder, always returning with a "62 files failed to validate-" error, IIRC. The game definitely needs a proper mod manager with custom saved load orders and mod configs that align with saved collections.

Anyone know why this happens and how to fix it?
