why did civil protection raid the apartment building in chapter one
I was wondering if theres a reason as to why they did it somewhere in the lore.
The people didn't seem like they were causing any problems in the building

Probably because of rebel activity ? Or they where looking for the "miscounted" citizen, and believed it was someone else and not Gordon.

That might be why other people outside the train station before the apartment, where also being interrogated.

Gordon's the "miscount" remember that he was in STASIS for twenty years, the Combine ain't got a record on him and even one of the civies in the train when you interact with them says "I didn't see you get on" and he's at the door meaning you just appeared on that train.

Overwatch get alerted of you being unidentified as soon as you get off the train and get scanned that's why you were stopped at the checkpoint. And as soon as civil protection see you going into the apartment they prep to raid it.

in point insertion when you see those metrocops raid that person apartment it makes no sense until a red letter day. when barney walks into the lab, he says that hes missing out on his "beating quota", so, therefore, metrocops have a beating quota that they have to pay everyday, which is just ♥♥♥♥♥♥ up
I would say possibly, its all up in the air I personally think overwatch thought you were a weird case of undentitifed citizen and thought you were taken care of by the train station sec team. Funny thing is if you listen to metrocops radio they talk about still receiving a code for something which may have been you still uncounted and wandering city 17. However I do think Gordon was possibly just in the wrong apartment at the wrong time like you said (IE: beating quota) which Barney says right before contacting Kleiner in the secruity room. Of course the civil protection raiding the apartment next to the one you go in could be a coincidence and they just saw your face and recognized it from the city scanner photo. Of course at this time noone knows how you are until Lamar makes the 1st part of the game a manhunt by messing up the teleport and sending you to Wallace who recognizes you. All of this is up in the air we really have no clue.

You got ALL those events ♥♥♥♥♥♥ up, Barney doesn't say "I'm way behind on my beating quota" in Red Letter Day!

Wouldn't that quota also be to do with rebel activity though ? Like why would they be oppressing people for the sake of it ? Seems nonsensical.

For an actual thorough understanding of why the raid was happening, it was accumulative.

Initially they weren't raiding the entire apartment, they were only raiding one room due to "anticitizen behavior" which is intentionally left vague. After Gordon enters and establishes himself within the apartment, though, he's labelled as a miscount, resulting in them hunting you, as that means the Apartment has multiple offenses of significant degree.

Basically, Gordon went into a building that already had a Police presence as they were raiding specific rooms for anticitizen behavior, and then stirred up the pot by being labeled as a miscount, screwing everyone else in the building and triggering a raid as the Metropolice try to arrest you.

It's important to note, too, that they aren't necessarily raiding the entire Apartment. They're trying to arrest you; they just pacify anyone they consider an accomplice to you, which could mean other residents. The citizens that weren't directly in your path likely didn't get violently apprehended like the citizens you see when running through the hallways and stairwells.

that makes a lot of sense, thanks. even if they were just arresting people, unfortunately the guy at the end of the apartment that closes the door for you gets shot

Civil Protection will always look for a "reason" to raid people's apartments. The Combine are just oppressive jerks.

The two civilians just before the apartment raid pretty much say the opposite of what you think.
"This is how it always starts, first a building then the whole block."
"They have no reason to come to our place."
"Don't worry they'll find one."
The civil protection are looking for an resistance scum to arrest and eliminate. Just like First order in Star Wars, to search, arrest and eliminate. However when Overwatch detected Gordon in that apartment, the civil protection have to arrest or naturalize him.
