That might be why other people outside the train station before the apartment, where also being interrogated.
Initially they weren't raiding the entire apartment, they were only raiding one room due to "anticitizen behavior" which is intentionally left vague. After Gordon enters and establishes himself within the apartment, though, he's labelled as a miscount, resulting in them hunting you, as that means the Apartment has multiple offenses of significant degree.
Basically, Gordon went into a building that already had a Police presence as they were raiding specific rooms for anticitizen behavior, and then stirred up the pot by being labeled as a miscount, screwing everyone else in the building and triggering a raid as the Metropolice try to arrest you.
It's important to note, too, that they aren't necessarily raiding the entire Apartment. They're trying to arrest you; they just pacify anyone they consider an accomplice to you, which could mean other residents. The citizens that weren't directly in your path likely didn't get violently apprehended like the citizens you see when running through the hallways and stairwells.
