And you can ignore step one or two because you already have a steam account.
The only way to "play it on Steam" is to buy the game from Steam, download it from Steam, and play it from Steam.
Half-Life 2 is not listed there, but it says all Valve retail games are able to be registered on Steam, just find the CD Key first and then click on the 'Games' tab at the very top of Steam and it should have an option to Add a Non-Steam game.

OCD isn't far off for installing it from steam itself. Click "Activate a Product on Steam" instead. Enter in your CD code and it should install like any other game. Keep in mind this will only work if you haven't used the code before.
