Go to this folder: Steam \ SteamApps \ common \ Half-Life 2 \ bin
There is an .exe file called "VPK," send it to your desktop as a shortcut.
Select the files/folders you want to put inside the VPK file.
Drag-and-drop them into the VPK shortcut in your desktop.
A VPK file will be created next to the original files/folders you used.
