I'm aware that the information regarding the Seven Hours War is scarce but I think that Humanity as a whole would never be able to defend themselves and ultimately getting wiped out by the Invading Forces of the Universal Union (whereas the Occupation Forces are much, much weaker).
Either way it's obvious that Breen himself, while still being full of himself, still is reluctant regarding the Combine.
The Consul from the Beta is much more of a straightforward villain.

I still prefer Mossman as a character though.
Also I think that the local teleportation that they worked on is what caused the events of HL² to happen, without the "incident" nor Mossman telling Breen about their teleporter I bet that sooner or later the underground resistance would've been wiped out by the Combine because "the right man in the wrong place makes all the difference" after all.
Also the stalkers could be the first generation of kids being born with the advanced space cancer before the combine put the suppression field up. Rather than killing them, they let the stalkers live inside of combine facilities where they can't be judged and bullied by the population.
People are never told where the stalkers came from, they just see them occasionally being transported on a train and start to imagine bad stuff about the combine.
The citadel looks imposing but is really just a giant thumper that keeps the citizens safe by repelling the antlions out of the city. Once Gordon destroys the citadel, the antlions swarm like crazy killing everything they see.
The rebels might as well be terrorists.
