Jokes aside, I haven't had this problem before, but I'll be on the lookout incase I find something that helps.

Create a copy of that file and put it in this location
(you may need to create the last few folders):
...\Steam\steamapps\common\Half-Life 2\hl2\custom\my_mods\scripts\
Edit the file in the "custom" location before you start playing. The "volume" parameters will need to be set very low to make a noticeable difference, due to the logarithmic scale. For example, I reduced the smg volume to 0.1, and it was still easy to hear.

This was the solution for my problems!
The gun sounds were driving my missis nuts and I found them way too loud as well. Done the edits - all perfectly balanced now 👍
