Half Life 2 achievements not popping on steam but considered completed in the game?

I have just 100% Half Life 2, steam doesn't think I did, with the "OHSA violation" and "Targeted advertising" achievements not showing up as completed on steam, but when I open up achievements in the game, it shows them both being completed, I can't reset my achievements, I don't want to complete the game all over again, and Half life ep 1 and ep 2 achievements are able to show as completed on steam, I have contacted steam support but they were not able to troubleshoot their problem, which I thank them for at least trying, I am starting to think about resetting my achievements if this problem continues because I cannot accept the fact I cannot collect 2 very easy achievements in this game.

Please try "the fix" again, but this time rename/delete BOTH of these files at the same time:
...\steam\steamapps\common\Half-Life 2\hl2\gamestate.txt
...\steam\steamapps\common\Half-Life 2\hl2_complete\gamestate.txt
