Report a translation problem
I restarted steam multiple times, and the README just states the obvious:
"============================
I.INSTALLATION
============================
1. Make sure you have Source SDK Base 2007 installed (Half Life 2 is NOT required). To install it, go to the "Library" window on Steam, select "Tools", and install "Source SDK Base 2007".
2. Extract the rar file into the following folder /../steam/steamapps/sourcemods
3. Restart Steam. You should see "Underhell" in your game library."

I downloaded the one of ModDb. It seems complete, it has everything
Is literally everything on the same drive, or do you segregate your game content from Steam itself? Check again.
Source mods only work if they're placed where Steam is, even if you install it "correctly" it won't work on another drive.
You can get around this with symlinks[i.imgur.com].
Also be warned, Underhell will crash a lot.
What do you mean by "segregate your game content from Steam itself?".
Since you only have a single drive, the problem lies elsewhere.
