im not in the mood to explain everything but even if he ''tried'' to save humanity he didnt consider the fact of ask for mankind opinion about all that yknow?
During the confrontation in the citadel, he was supposed to show honor to Gordon for willingly put down his weapon and allowed to be captured. However, Mossman and Alyx broke out and convinced Gordon to not listen to him.
He was supposed to appear in Episode 3 in a new host body known as Breengrub and turns out to be an anti-hero, where he would sacrifice himself to save earth from the real evil character, a plot twist villain who was in the resistance all along (it can either be Alyx, Mossman, Kleiner, Magnusson (probably not this guy) or a reincarnated Eli) and this villain was aware of Breen trying to betray the combine but kept convincing everyone to hate on him because of personal grudge against Breen and this villain wanted to be the real hero going as far as trying to have Gordon killed.
+ in the end he DID do some damage control because if it weren't for him, humanity wouldn't exist anymore and therefore have no chance of fighting back. On the other side, the G-Man and his employers seem like they rely on humanity to scheme against the Combine, so if he didn't already know that Breen was gonna prevent total extinciton, the G-Man would've done SOMETHING to prevent it.
Now that I think about it, it's not entirely Breen's fault because he may have caused the resonance cascade but the contact to Xen was already established at that point, which means humanity was already at risk of being overun by the Nihilanth and his goons.
+ if there is a way for the Nihilanth to escape from a Combine occupied planet, the Combine would've found Xen anyway at some point so to me it seems like all of this was bound to happen sooner or later.
