Who is the man in the suit looking at me from afar? he just shows his flashy suits,fixes his tie and disappears, is he mocking us?

If you haven't played Half Life 1 yet, I recommend you do so. If you just want an explanation, you agree to an offer he makes you in the end of that game to go into business with him. Basically, he's observing your work. As fans, we've called him the G-Man for a while, since that was the name of his model in HL1. It's basically become his official identity and he's now a staple of the series and one of the most mysterious characters in all of gaming.

Play Half-Life 1. If you just can't bear to, then here's the very short of it. In HL1 there was something known as a resonance cascade at Black Mesa (A research facility), which opened up a portal to the border-world known as Xen and a creature called the Nihilianth is taking advantage of this by attempting to invade earth using it's alien army. Gordon tries to stop him. A mysterious man in a suit, known unofficially as the G-Man, sees Gordon doing this and decides to watch his progress. After Gordon teleports to Xen, he battles through it to the Nihilanths chamber and defeats him. The G-Man now knows Gordon is a man of great strength and decides to "hire" him. He puts Gordon in Stasis until the events of HL2 where after the 7-hour war the Combine now have control over earth. G-Man then "deploys" Gordon to take care of things once again.
