What real life city do you think City 17 is?

I have a few guesses: A coastal city near China (But it has Eastern European architecture), Riga, the capital of Latvia, Sofia, Bulgaria, maybe even Belgrade, Serbia (However, Belgrade is not a coastal city, whereas City 17 is), St. Petersburg is also a possibility. And there are tons more. Feel free to tell me which real life city you think City 17 is.

Well, start by looking at the landmarks. There's a dam in the South end, and a nuclear silo in idk direction.

And I guess that Dr. Kleiner and Black Mesa East re-located there in order to have proximity to the citadel?

I don't think anyone would know for sure, for one Valve only based it off some Eastern European city, not actually recreated one for the game. I have seen a map picture in Ep2 on a pc monitor showing a circled area on a world map. I looked up that area in an atlas, I'm 100% sure it's in Russia.

And according to an atlas:

So, even if Valve only based it off a city from that region, I reckon it could be any one of these cities (particularly in the orange area).

It's just my speculation, I'm not 100% certain about it either, other than the fact I'm pretty sure it's in Russia, because there are a lot of Russian signs in HL2 - Ep2.

I Would think its in Croatia, in Google Translate "Nova Prospekt" was new prospect in croatian, which would be a decent prison name, so i think it would be in croatia

I'm pretty sure It's a Bulgarian city, because there's a single Eastern European designer working on this map, and he's Bulgarian
It's not even Croatian, Bosnian none of this ♥♥♥♥
mostly you can see panel buildings in Sofia with these kind of roofs

Now in fact the city is supposed to be in Russia, but they didn't have any photos of the buildings, and the streets but placed some Bulgarian one's, because the streets are similar with the Russian one's so they put some russian signs and letters just to create a vision of a russian city

Cyrillic (the alphabet we see in-game) is used for most Eastern European languages, not just Russian. Therefore, City 17 could be ANYWHERE in Eastern Europe, and that's a really big geographical area.
