Missing Information can be downloaded at it's ModDB page here: http://www.moddb.com/mods/missing-information/downloads/missing-information-16-full
Extract the contents to Steam/steamapps/sourcemods, and restart Steam.
Be mindful that this is an old version, and that updates to the Source engine has broken some things. But, there will be a Steam version of Missing Information coming out very soon that is fixed, so stay tuned!
is it gonna be released as an hl2 steam mod or an independant game somewhere in the shop like codename cure, black mesa, no more room in hell, etc.?

You don't need HL2 to play it.

It isn't a Half-Life 2 mod.
So that means i just have to open a map that is in the folder?
