2nd, the barrier weighs how much? Did someone forget how cities are built? The wall should be sinking under its own weight let alone all the voids beneath the streets.
The Citadel couldn't be that high IRL either, so the combine metal is a perfect alloy wich is light and durable.
You'll get all the answers when hl3 comes out and by answers I mean that when hl3 it's actualy released we'll already have the tecnology to build those kinds of walls
The combines use this walls to change the perimeter they cover without they have to build another wall,they can use it as an offensive tool pushing the enemy forces back,they use this walls as a terraforming tool for example you can see in HL2 that this walls can be used to destroy buildings wich also links to the offensive tool
