What do the people in white shirts represent?
I know the humans in the blue shirt and pants (or overalls as I call them) are just civilians caught in the middle and the Resistance wears the more cooler looking outfits complete with an arm band and a cap. But what about the ones that wear the white shirts?

Right after Ravenholm and you kill the snipers in the upper levels with grenades you storm the train station and you have a gun battle with other rebels against the Combine and no matter what, there is always a person laying in the middle of the floor hurt, although presumably will be ok. This is right before you get the car and drive through antlions territory as well.

That NPC wears white. What is the significance of that? I think in the RTS game based on the HL2 universe, they are considered Partisans, although I am not even sure what that is in relative terms from just being a Resistance member. Do they have different duties? Are they the Resistance in training? Are they the ones that move back and forth from Civies to Resistance? Or simply just another model?

It's a refugee model, someone who isn't a normal civilian anymore, but also isn't a fully fledged rebel.

All citizens wear white shirts under their blue jackets, many of the refugees who have escaped the city to join the Resistance simply remove the jacket for whatever reason.

there is zero artistic significance to them wearing white sweaters, the white sweaters are worn underneath the blue coat

next question i'll be asking for sure is what significance the blue cones have in ep2 have and why they're blue & covered in blood because there are clearly satanic messages here

neither have i see a blue jacket like the citizens wear

yet the white 'shirt' is a sweater due to the fabric it's made of, it looks soft

I guess. Let’s please not get into some debate over what constitutes a sweater. XD

My point is that they are just citizens wearing white instead of blue, which answers the OP’s question.
