Why are there so many combine soldiers?

I would have thought the population of City 17 would be quite low. I would have thought the number of Combine soldiers would be even lower.

It's because the combine are trying to get the humans to join them thats why they are so strict. And apparently they also get good food while the citizens get gross food acording to one of the citizens

Combine soldiers would have been taken from humans all over the world immediately after the invasion. They've been building them for almost 20 years. Also Combine are supposed to be capable of other forms of self replication.

Wouldn't they be scattered all over the planet though? City 17 must have a garrison but Gordon kills hundreds of soldiers and they keep crawling out the wood works. You would think there would be a mutiny if one man is slaying hundreds of well armed soldiers. From what we see in the game City 17 doesn't look that big and it made me wonder where all these combine are coming from.

with the kind of tech the Combine has, cloning should be pretty easy for them.

Mutiny? Combine soldiers can't mutiny they're pre-programmed. They are also mass produced at facilities all over Earth. Yes Freeman kills hundreds but the full Earth garrison could be in the hundreds of millions for all we know.

It’s because they have captured rebels/citizens for crimes or random reasons and turn them into combine soldiers and metro cops by wiping there memory of who they were and turning them into the Combine.

Most of the combine earth forces were originally soldiers captured during and after the 7 hours war, the rest were either forced to join or joined the metrocops first and decided to rank up. There might be the first batch of clones too, who knows. Metrocops excluded, all the combine soldiers were enhanced and brainwashed so much that they're barely human, some even consider them the next step in human evolution.

They are synths, part organic, part machine. They are pretty much manufactured in their homeworld.
