That would make sense if Half-Life 2 had good weapon balance. Unfortunately it hasn't. USP is a peashooter in late game. SMG is overshadowed by shotgun. Yeah, by a ♥♥♥♥♥♥♥ shotgun. HL2 shotgun is a fine choice in medium range. Bugbait loses use after Nova Prospekt chapter. However,the worst thing is that crates adapt to your needs. You can use one weapon during entire game and you aren't punished for abusing drops from crates.
Most of enemies can be killed by using any weapon type without any creative tactic.
Care to elaborate?

Skill issue, but actually.
Half-Life 1 weapon design is balanced but I would not call it realistic.
For example, use Glock 17 for farther targets rather than MP5, or use the M203GL on the MP5 for longer ranged targets.
The AI in Half-Life is very good. It has good CQB AI. They are United States Marine Corps, or a more elite detachment of them "H.E.C.U". They're not some militia unit who cannot shoot. Same goes with Black Ops, though BO are much more deadly in CQC.

I know that this is joked a lot, but the enemy soldier should.
It is extremely common to use grenades in CQB enviornments. When you are assigned to clear out an entire facility of people, you'd obviously be armed with many grenades. As you do not need to worry about civilian deaths.

Maybe you have not played much HL, enemies usually are facing you when shooting you.
But dashing around and changing direction instantly, then shooting you, is true, with reason.
They dashing around makes it quick for them to move and flank you. Usually they may dash for cover, then dash out enough from said cover to shoot you and reload or take cover and reload. They are just very fast-paced which shows how skilled they are. Black-Ops are even more deadly, the dashing adds to the BO in my opinion.
They also use cover and communicate with their squad members. I cannot say the same about HL2. Which HL2 does use team/squad tactics, but they have a limit of only having 2 soldiers shooting at a time. HL2 AI is good, but I wouldn't consider it an improvement nor a disappointment.

They do have powered-combat-vests which supposedly adsorb most of the damage.
But aside from that, they do react. They usually will take cover after getting shot and may stumble away if injured.
HECU and BO AI is very good compared to HL2 Combine AI.
You're forced to "slow" things down or quickly dash to cover or you'll be shot. It feels realistic in a way, for once you cannot bullet-sponge everything. HECU AI will overwhelm you by flanking and using grenades and tactics if you run in the middle of them. So you're forced to sometimes stand your ground and watch your corners. BO AI is the same as HECU AI, I think it is called gearbox AI. BO is just simply more deadly than HECU with the addition of the assassin, which does just as it is named.
Half-Life 1 requires skill. It is not an easy, casual game like nowadays. In HL1 every problem has a solution. Usually weapons are not outclassed by other weapons just because they are found later in the game. It does not mean HL2 is a bad game, I love HL2. But personally HL1 just is more fun but I love HL2 atmosphere and the idea.
"Dull Environment" sounds more like your preference. City 17 and Black Mesa are interesting in their own unique way.
Story is better in HL2,however,game likes to lock you for 10 minutes straight with NPCs. Replayability is nonexistent because of it.
I don't understand point about enemies. Vort needs to charge its attack.It takes time.Alien grunt will give you a split second to react before it attacks. It is balanced by alien grunt's slow projectile weapon. Before soldiers attack you, they will either change positions or signal to each other that they have detected you. This is a lot of time for the player to react. Dashing? Changing directions? What does that even mean? You mean tactics? NPCs in HL2 do it too (Combine soldiers).
I disagree with the point about weapons in HL1. A very simple example will prove it. The Glock is perfectly accurate,but the USP in HL2 is not. The Glock can be used to conserve ammo for powerful weapons. The Glock is always useful in HL1,however,the USP in HL2 is not. Inaccuracy can only apply to the MP5, however, the same can be said for the MP7 in HL2. MP7 is overshadowed by AR2 (medium to long range) and shotgun (close to medium range). MP5 and Spas are balanced in HL1 because these weapons don't contradict each other. Spas is for close range.MP5 is for medium range. MP7 is a very weak choice for medium range.
In HL1, the NPCs don't have the accuracy to take you out easily from a long distance. They don't even deal enough damage to do so. The comment was probably referring to the soldiers from Black Mesa. They have very high accuracy and can shoot while running (In the original soldiers couldn't run and shoot).
Combine soldiers have infinite amounts of grenades too. Grenades are used to punish hiding player.

I think he is mostly talking about Half-Life Source, or got the two confused.
