i assume you're talking about the developer console, if so then just go to the control options, click on advanced and click on "enable developer console", then you will be able to turn it on by pressing the ` key on your keyboard

Unfortunately, this is no longer possible with the German setting, hence my question

What exactly is not possible?
Can the console not be enabled in Options?
Or does it not open when you press the ` key?

In Keyboard Options, try editing the key used to open the console to something else.

*** 1.) *** The most easiest way on a German QWERTZ keyboard is to just start the game with the -console option. However you will have no nice menu screen. Right-click on the game in your library listing >Properties >Set Launch Options: -console or %command% -console, which you like better. You can use the menu as usual, however no map is loaded as the background. When you're in the game, just hit ESC and the console is right there.

*** 2.) *** The more complicated way is to locate your Steam games installation folder. For HL2 go to its config directory ..\Half-Life 2\hl2\cfg\ (e.g. on Windows

C:\Program Files (x86)\Steam\steamapps\common\Half-Life 2\hl2\cfg\

or

$HOME/.local/share/Steam/steamapps/common/Half-Life\ 2/hl2/cfg/

and so on on Linux)

Create a new file called autoexec.cfg with the file Explorer in the mentioned cfg-directory. It's most easiest way to go for >New Textfile with the Explorer and rename it as autoexec.cfg, so when you create the new file with Notepad.exe it might save it as autoexec.cfg.txt - that's not what we want. However editing/opening the file and Saving (Ctrl+s) with Notpead is absolutely fine! So open the empty autoexec.cfg it with Notepad.exe

Put into:

bind "showconsole" "m"

(showconsole without a space)

In-game you will be able to launch the console with "m" on your keyboard then. Or just use any other key you like. You can also use. IN-GAME. Not from the menu automatically.
Another option:

bind "toggleconsole" "m"

(and there is also hideconsole, which you can enter into the console to make it go away again.)

*** 2.) - Episode One - *** Keep in mind that some values will reset when you enter a map via >New Game or >Load. In game you will need to re-enter those into the console. E.g. sv_cheats 1. ALSO note that some commands need to be entered *before* you load a map, e.g. fps_max 960 or something like that. So that would be better to go with the -console launch parameter as described in 1.) So you have the console opened before loading a game or a map.

*** 2.) - Episode Two - *** For the Episodes the folders are

..\Steam\steamapps\common\Half-Life 2\episodic\cfg\autoexec.cfg #Episode1
..\Steam\steamapps\common\Half-Life 2\ep2\cfg\autoexec.cfg #Episode2

My top console command are:

r_lod 0
r_rootlod 0
fps_max 960

r_lod is Detail level of the models. Models far away are shown in less details. You can try setting it to 4 to see bad models. ;) However even you set everything on max in the GUI settings, the r_lod is still not "0". All 3 (lol) commands work without sv_cheats.
