What do you think happened to the other Combine cities during the Uprising?

So far, City 17 isn't the only Combine City. So far, there's City 8, 11, 12, 13, 14, 15, 16, 24, and 27 modified by the Combine. But what happened to those Combine Cities during the Uprising since the uprising took place at City 17. Another question is there a similar Citadel building for the rest of the Combine Cities?

There's only one Citadel like the one in City 17, it's the Combines home base, but there may be smaller ones in other areas across the world.
City 17 is a name given by the Combine, not by the government.

I'd guess they were all part of the rebellion/breakout, but the area around 17 had Gordon and the brain trust. Considering the expansiveness of the combine I have a hard time believing they didn't have a backup citadel with transporter capability somewhere else on or off the planet.

City 17 is the centre of the combine's power on Earth it's likely that the other cities had a smaller number of combine forces so it's not hard to imagine the rebels not taking up arms and fighting.

I remember reading in Raising the Bar a drafted Eli speech, he said something like "in a split second chunks of earth would disappear and there would be hound eyes and headcrabs falling in and then in another split second a great citadel would appear. What I took from it was that there were many.

Where is this said? It's implied that there's a citadel in every major city
