Both, all Combine "creatures" (soldiers, gunships, hunters etc) are synthetics created by fusing technology with flesh. They're not organic anymore, but they're not robots either, they're somewhere in the middle, though still more machine then living being.

they are mechanical because in the chapter "our benefactors" you see stalkers welding gunships together. living things would die if they are welded to something. other people think it is in between, but personally think that they are probably machines.

No they are indeed in between, formerly organic creatures turned into machines through forced biomechanical evolution. This is explained in detail in the official Half-Life reference guide Raising the Bar, written by the dev team.

Destroy a Hunter it screams, what value is there having a mechanism minus a (nervous system) scream? In Under The Radar Dog pulls the (organic) brain out of a walker.

Both. They are synths, it was probably at some point a fully biological creature, but then captured by the combine and had mechanical and technological parts grafted into and onto it.

They're biological creatures (specifically, whales) that have been put through forced cybernetic augmentation, so now they're bio-mechanical creatures.

They're not whales, they're an alien species that became part of the Combine.
