What lore? This is just a gameplay element, there's no canon elements that explain why Freeman's jump and speed are lower than the first game (and no, the "sleep" between the 1st and 2nd game isn't a solid evidence). Same for the HEV suit mark 4 (also explain to me how he gained the flashlight metter between episode 1 and episode 2) this is mostly a dev oversight.
How? After the release of the Orange box (and Episode 2 in an extend) HL² + episode 1 were updated as well to a new build of the Source engine. They could include the flashlight metter into the previous game.
