delete FileSystem_stdio.dll
run verify integrity of game cache. hopefully new copy downloaded with correct permissions
if it fails again, check antivirus logs. might be blocking steam/the game.
unfortunately the recommended approach to fix this issue doesn't work on my machine. HL2 was running properly years ago on a device using Windows XP. A few days ago I started the game aborting with issue "Unable to load... FileSystem_stdio.dll". Sure, WIndows XP is outdated and so I re-installed the machine using Windows 7. Now I'm still facing the same issue.
(device is dated from 2004, Athlon XP 3000+)

run steam as admin - maybe game cant read it.
Running steam and/or HL2 as Admin was not successful. I got the same error.
your profile says you played for over 8 hours. so game worked and now it doesnt. mods?
steam playing duration declaration is based on the fact that game was running properly years ago, as described above. Besides to this, steam adds playtime for games although game launch is aborted.
I put an Athlon 64 CPU, supporting SSE2, to my system and everything works fine again.
