Overwatch soldiers (with the blue outfits and "dive goggles") are a trans-human military force that have been genetic/synthetically modifed to incorporate Combine techonologies.
This is actually vaguely explained within the game. For instance, some of the NPC's lament not volunteering for CP, and you actually see an Overwatch soldier without his uniform on one of the terminals in Nova Prospekt, which demonstrates some of their modifications.
I dunno if resurrected is the right term. More like... "reprogrammed," or "repurposed."
Basically some of the most loyal CP officers would presumably be "promoted" to Overwatch duty... whether or not they realize that this entails extensive biological modifcation/invasive surgery and brain implants/brain washing, etc... well I guess that's up to your own imagination. :)

Basically they're a lot like Borg drones from Star Trek but they use guns and have military programming.
