Problem when fighting with Mother Superior vs Lili.

I came up to the stage where Lili got stuck in Edna's cell and have to fight against Mother Superior. I tried to attack her but when I selected things and choose a target to attack, the judge Harvey in the middle stops me and keep says "Rule Violation! blah blah blah non-sense ♥♥♥♥♥ blah blah." then Lili always comes back to the cell. What have I done wrong here? do I need to do certain thing to fight against her? I want to, but I can't even attack. Please advise me kindly, thank you. :)

You have to do something in the cell that cures Harvey from the rule stuff and makes him be the old Harvey again.

Spoiler alert: Pick up the needle from the trash, use needle with ball of wool, use the combination with Harvey's old eyes and use that with the harvey doll... Then give that doll to mother superior.
