HELP I THINK IM SOFTLOCKED :(

ok so i have been grinding out this entire game since the start of this morning (HAAVENT SAVED AT ALL BY THE WAY) and im at the bit where i need to make a certain drink for the bartender that needs a pufferfish. now i realized a little later that i dont have an airpunp (you get that outside on the bike.
my problem is i only realized that AFTER i did the whole "you must not lie" trans at the police station and every time i try to go outside to progress the game and get that stupid airpump im told its dangerous to go outside.

BUT! i cant progress through the trans EITHER because i have to kill the bartender to put the coins on his eyes. serves me right for forgetting to save i guess. is there anything i can do? i reeeally dont want to restart, ive been at this all day for hours :(
