Toenail-bug?

Either I´m a complete idiot, or there´s a bug in the tonail-ability on Steam Deck. I got the tonail ability, but it is not possible to use it on its own, without using it with an item. It is not possible to use it directly with the screws, and be watching some youtube-videos, it appears that it should be used without an item first to get the toenail. I have tried both the anniversary and the original versions.
