How can I change the game language?

It ignores my Steam language. It ignores the language explicitly set in Steam for the game. It even ignores the language I select in "configuration tool" (apparently that only affects the tool itself, and only until the next restart). I am so sick of games which default to my OS language without ever asking or looking at anything else...

So how on earth can I get it to launch in ENGLISH?

Damn. That flags icon near the facebook one is so weirdly drawn that I never noticed it and kept looking for a setting elsewhere...
