What are you supposed to do for water early game?

The deposits run out so damn fast by the time I realize we have no water coming in the well is dry and the increased demand for water requires me to constantly find two or three places to put a well and they can't be grouped together. And then the fires come and they consume sooooo much water to put out and the fires are random. Like what am I supposed to do for water early on? I have no sustainable water and the game requires so much of it. I literally can't hold it together long enough to go on expeditions. And even then the amount I get just isn't enough.

Early game you can build four or five wells and you're pretty much covered.
