discovered tutorial bug

I played a new game using the tutorial but in the middle of doing it i had to go do something else and closed the game while on the step right after the one that teaches you to make meals for your people.
However since i wanted the full tutorial i started a fresh save my next time playing and when i went back through the tutorial none of the tool tips pop'ed again. It didn't show me how to bend roads this time, not that that mattered, but what was a problem was on the step i closed it on it was teaching me tips about the various menus when looking at population overview and these did not come up anymore. I believe there are 5 click though-able messages that just don't pop up anymore. which was a bit annoying since i never finished reading all of them. then furthermore the rest of the tutorials i got no pop ups either. i believe there may have only been one more tutorial with them but i'm unsure as the pop ups just stopped occurring.
pretty sure this is just a bug but wanted to make sure someone was aware of it, not sure if there is a specific bug reporting thing so i just put it here
